Linda Wertz

A former Texas Medicaid director with 30 years of experience, Linda Wertz is a leading expert in Medicaid policy, operations and administration, contract management, managed care, quality improvement, and program integrity. She draws on her practical expertise to offer technical guidance and insight to state and local governments, managed care organizations, hospitals, academic institutions, health care entities and associations.


Linda has been an independent consultant for government and private sector clients and held several national leadership positions during her state government career, including chair and vice chair of the National Association of State Medicaid Directors (NASMD), and board member of the National Quality Forum. Recently Linda was appointed to the “Commitment to Care” Advisory Group by the Texas Health Care Association. She earned her BBA from The University of Texas at Austin.

Melissa Rowan

Melissa Rowan is a health policy expert with 20 years of experience working with private and governmental clients on healthcare and social service policy.   Her career has focused on federal and state health policy analysis, Medicaid managed care and program development, implementation and evaluation of programs for special populations.


The former director of healthcare policy at the Texas Council of Community Centers, Melissa led the Council's efforts for behavioral health for the Texas 1115 Transformation Waiver. She has managed projects for two national consulting firms, the Texas Health and Human Services Commission, the Texas Legislative Budget Board, and healthcare provider organizations. 


She serves on the boards of directors for TMF Health Quality Institute and Lifeworks and served as vice chair of the Texas Health and Human Services Behavioral Health Integration Advisory Committee. She earned an MSW from The University of Texas at Austin and an MBA from Concordia University.
